Because it seems that the situation on our entire Corridor network is recovering to 'normal' operation (given the circumstances), we have decided to stop the newsfeed from today until further notice.

Should the need arise, we will only let you know in specific cases if there are problems, and if necessary, reactivate the newsfeed (hoping that this does not happen).

We wish you all to stay healthy and we wish you all a prosperous return to normal life.

  • Consequences of the storm registered this week end in the South West of France : the line Bordeaux-Toulouse was reopened to the traffic this morning at 10:45.
  • Transport plan for this week : based on the feedback received from RUs, no difficulties registered by SNCF Réseau about freight traffic forecasted for this week.

National Director of Operations

·         The normal situation 3x8 is back on the principal network, except the Lorraine region staying in 2x8 for COVID contamination reasons  .

·         According to yesterday’s TELCO with RUs CEOs, the coordination of works and capacity offer is on progress in order to give to the RUs a clear and transparent picture of the network access in the next weeks and months. A position paper will be sent today by SNCF Réseau; nevertheless, urgent maintenance works need to be achieved for the 26th.06 in order to recover the normal traffic on the full rail network.

·         Sanitary measures : no additional sanitary measures are requested today. It is important to remind the loc drivers and land operators to be careful when they will apply land processes (like radio and keys switches exchange with signaling boxes operators) in order to respect sanitary barriers.

·         Consequences of the storm registered this week end in the West of France and Paris region : trees falled on catenary and tracks, cleaning and catenary repairing will be achieved tonight.

·         Transport plan for this week : SNCF Réseau has sent today their constraints and would like to receive RUs feedback for tomorrow.

·         After a final coordination with the South East production zone of SNCF Réseau, TCR finally planned this week won’t have any impact on freight traffic.

3.Update from Infrabel concerning the situation on their network: Telco on 30/04/2020

  • The expectation is that the signal boxes can be fully staffed next week with the normal train service back in place from 4th of May on ;
  • Presentation of the evolution of the traffic has been given, presentation will be sent out later;
  • The updated file with the cancelled and replanned works will be published on Business Corner shortly.

Round table of RU’s

  • In general, same as last week, all participating RU’s face a decline of volume around 20 to 30%;
  • Some RU’s expect a small increase the coming weeks;
  • Absenteeism of train drivers seems stable across all RU’s.

SPF Mobilité  

SPF Mobilité gave a state of play regarding open questions:

  • Regarding the certification of train drivers: The Bill has been discussed in the commission and is expected to be voted in plenary session today for as long as the advice of the regions is considered as sufficient;
  • Regarding the inspection and validity of rolling stock: there seems not an regulatory obligation regarding this, this is an agreement between the RU and its rolling stock contracting company.

  • Opening of the network : No change compare to yesterday.
  • Signal Boxes:
    • There is still a sanitary alert in the Eastern Region region the situation will remain like today after 11th.05.20
    • Aquitaine region: a reopening of the Bordeaux-Hendaye axis in 3*8 is planned for May 4th.
  • Long trains > 750m : back to the nominal process as of today. The procedure for declaring long trains must be followed.
  • Lengthening of the cleaning time of the driving cabs: from 4 minutes to 10 minutes. SNCF will specify whether to move driver changeover locations to avoid congesting strategic sites (e.g. Perrigny or GOV) after May 11th and with the recovery of some passenger traffic

  • Bordeaux Hendaye forecast in 3x8 from 04/05

3.Update from Network Rail concerning the situation on their network

Network Rail want to inform about the following:

In recent weeks we have been operating c.2000 freight services each week (60% of normal traffic) and hauling 1.1Mt of goods each week.

In terms of the corridor lines, these remain open and available although all freight volumes to/from Europe has fallen. Connected intermodal terminals such as Wembley, Hams Hall, Daventry, Trafford Park and Mossend are all open and operational and are expected to remain so.

Also to note is the commencement of a Valencia to Ripple Lane Transfesa flow last week using HS1.

  • This weekend, as in the previous weeks, all signal boxes will be closed at night (SA/SU and SU/MO night).
  • Next week, the whole of the structuring network will be open in 3x8, EXCEPT :
    • The Bordeaux - Hendaye axis in 2x8 (prospect of a 3x8 shift from 27 April).
    • The Alsace region, which remains on an extended 2x8 shift route with no prospect of a return to normal for the moment.
    • The node of St Pierre des Corps still in 2x8.
  • Week-end of 25th and 26th April: the night network closure is maintained.
  • For the 2 long weekends to come (1, 2, 3 May and 8, 9, 10 May): night closure is maintained but this time essentially linked to "punch" operations all over the network. Please let SNCF Réseau know your traffic prospects for these weekends in order for you to run it under the best possible conditions.

  • In general, same as last week, all participating RU’s face a decline of volume around 30%;
  • Some RU’s expect a small increase again after the Easter holidays;

  • Health situation still complicated in Alsace and St Pierre.
  • From 20 April, SNCF RESEAU believes it will be able to improve the opening period of signal boxes on many routes. On the latter, traffic will have to return to its allocated path. This will enable SNCF RSEAU to regain some capacity for work, particularly to prepare for the coming "hot period”. There should be no increase in passenger traffic before the beginning of May at the earliest; this leaves capacity and room for manoeuvre for freight.

  • RU1: In the PACA region, on 6 and 9 April we had 2 trains penalized for nonopening of the Menton signal box. This was not mentioned in the "@bord" application. We have the same trains next week. Can you see with the local traffic department so that we do not face the same problem.

-          Transversal South (Narbonne Bordeaux) Ok in 3x8, but be careful on certain dates

-          Midi Pyrénées et Aquitaine Poitou Charentes remains in 2x8 (Bordeaux Hendaye), visibility mid or end of next week.  3x8 could be possible from April 20th.

-          St Pierre open from 4pm to 9am today, no better for the moment and unknown for next week.

-          Alsace, open from 5.00 am to 11.00 pm from Monday to Saturday morning and 9.00 pm on weekends, it can't be better.

DVIS points out the need for a legal solution, Belgian or European, regarding the driver licences.

One of the RUs alerts Infrabel about the difficulties of neighbouring IMs to take into account the train path modifications induced by Infrabel's work (especially SNCF Réseau, which has a shortage of train paths shedulers). Infrabel is taking up the question and will come back to the partners on this subject. If need be, RFC NSM, even if it does not intervene in this timeframe, could be associated to organise coordination between IMs if necessary.

Operations

  • The situation at the signal boxes remains stable.
  • However, particular vigilance in Alsace: Staff very affected (family, friends, groups in signal boxes...). SNCF RESEAU has taken measures to extend the opening period for the nights of TU/WE, WE/TH, TH/FR and FR/SA with a possible traffic period from 05:00 to 00:00. However, it will be impossible to go beyond that. Above all, there is no margin in case of unexpected quarantine.
  • Accident Auggen: The rerouted trains following the accident on the right bank of the Rhine are all well taken care of.
  • Bresse: For the rerouting linked to the closure of the "Bresse", the train paths have all been traced.
  • Béziers: Be careful, there are no more agents in the Béziers signal box. Routes on diverted tracks are impossible. So parking or overtaking is impossible. You have to plan for driver relief in Narbonne.
  • Long trains : Resumption of the circulation of 850m trains from Monday ; parking of 750m trains in Venissieux possible again from the 14th of april.

 

Gas station

  • No change

 

Works :

  • On the ParisOrléans-Limoge-Toulouse route, all works during the next long weekends are cancelled. SNCF Réseau is waiting for a definitive response from its teams in the Toulouse region. Information will be given tomorrow during the daily teleconference at 2.30 pm.

On nights when it is not possible to pass through Bresse, trains will be diverted by the "PLM" line and processed by SONAR process (path tracing). However, WARNING, in the Dijon-Lyon direction, SNCF Réseau will not be able to give a diversion form due to lack of staff.
  • Diversion Longuyon - Metz: Please, Inform SNCF Réseau of your delays, if your trains arrive between 4am and 8pm, they will be diverted by the route via Conflans-Jarny. However, some trains were planned to do rail rust removal for track circuits on the normal route, so SNCF Réseau must make arrangements accordingly.
  • Fuel stations: no change.

 

Works :

  • Compulsory maintenance work related to the hot season should start in 15 days.
  • The major POLT [Paris-Orléans-Limoge-Toulouse] works operation (multiplicity of worksites during the long weekends along the entire route) is suspended in the Paris-Rive-Gauche, Centre and Limousin regions. We are waiting for confirmation from the Toulouse region (normally next Monday).
  • Work in Moissac could be postponed due to lack of staff. Consequence: Risk of limitation to 10km/h on a section of a 100m. More information next week.

  • Absenteeism figures are stable;
  • We guarantee traffic on the network;
  • Presentation of the evolution of the traffic has been given, presentation will be sent out later;
  • Scenario’s matching the RU’s requests is ongoing, Infrabel will communicate directly to the concerned RU’s;

 

Round table of RU’s

  • In general, all participating RU’s face a decline of volume of at least 20%, with Easter period coming will probably be more the coming weeks;
  • Absenteeism of train drivers seems stable across all RU’s.

 

Infrabel on the subject works

Strong dropdown of the number of TCR’s due to cancellation by the concerned subcontractors.

A replanification exercise has to be done, minimising the impact on the TCR’s planified in 2021.

RU’s stress on the importance on keeping as much as planned works to be executed, Infrabel mentions that for some planned works, the imposed sanitary restrictions (1.5m social distancing) makes it not possible to execute these works.

SPF Mobilité points out that for some critical sectors, there are exemptions on the sanitary restrictions. To be further clarified.

Points out it’s looking for a solution regarding the driver licences, within the legal framework of the upcoming special powers Royal Decree.

  • The schedule for opening the network this week should be the same as that of the previous week, including the total closure of the network on WE nights (SA/SU & SU/MO).
  • SNCF Réseau is setting up a "track circuit" transport plan with the regional trains and Infrarail (IM trains) to ensure proper derousting. SNCF Réseau may possibly ask for a contribution from the Freight RUs.
  • SNCF Réseau is working on the conformity of the track. In particular, there are ballasting issues to hold the geometry and keep the track in line with the RUs' needs.

 

Commercial management

  • For information: there is a daily TELCO at 5pm (except Saturday and Sunday) specifically on the subject of the routing of grain trains. It is a specific TELCO because there are very particular problems on these trains, and the tracks they use. The TELCO was intended for shippers; SNCF Réseau now invites the RUs to attend.

 

SNCF Combustible : 5 closed fuel stations + 12 stations with time restrictions (all for health reasons).

RU1: We have no feedback on our traffic recommendations for the coming week?

Difficulties on LONGUEAU poste 2 (sick agents) will be closed 1 hour earlier for the nights SA / SU and SU/MO because it is no longer possible to work overtime.

  • Attention: Peak epidemic Grand Est and IDF expected in 2 to 3 days. Vigilance.

3.Update from SBB concerning the situation on their network

Caution: Due to water seepage in the Lötschberg Base Tunnel, CFF SBB FFS is in reduced capacity on the North-South-North axis Basel - Domodossola. Freight trains are diverted via the mountain line. As a result, trains cannot drive more than 5 RID wagons at a time. The RUs have been notified to this effect by means of an international traffic restriction notice. If necessary, the wagons will be withdrawn from the marshalling yards, without any guarantee that the timetable will be adhered to. The situation is expected to last until the end of April 2020.

Infrabel

  • Absenteeism figures are stable.
  • We guarantee traffic on the network.
  • We have staff on standby in case of unexpected absence in the signal boxes.

 

Round table of RUs

  • Railtraxx: 86% of the trains were running, a 10% drop is expected next week for the trains with cars removed. Ask the DVIS about the situation of driver certificates.
  • SNCF Fret: We are trying to get as many trains running as possible, but customer cancellations are occurring on an ad hoc basis. It is difficult to plan for more than 3 days.
  • RTB Cargo: normal absenteeism, drop in car trains.
  • DB Cargo: end of car trains, sharp drop in chemical trains
  • Thalys: 2 AR Bxl-Amsterdam 2 AR Bxl-Paris. But it is possible to further reduce the number of vehicles as few are used.
  • Eurostar : 1AR London Bxl
  • SNCB : 23 March 1 to 2 train/hour for ICs, 2 to 3/hour on omnibus axis. Try to serve all 550 stations. Reduce the hourly range.
  • CrossRail: few sick people, complete closure of car trains (decrease in volume), decrease towards Italy (15% loss of volume)
  • Europorte: Like Fret SNCF, we have barely 1 week of visibility. We have a subject on the availability of hotels; it's getting difficult. Another subject concerns the renewal of driver certifications. We have no clear answer. We could have drivers suspended. Notably on the three-year authorisation (specific to Belgium). The request is that we should be able to maintain the certifications not until the end of the crisis but until the training centers can absorb the delay.

 

  • Ministry (SPF) :
    • The government has special powers. Parliament will be able to take emergency measures for 3 months.
    • We have in hand the subject of certifications but we are pushing the subject at the European level. For the moment, we will deal with the subject at the Belgian level. The aim is to maintain the certification, including on the subject of the triennial review.
    • Hotels: we foresee a provision for requisitioning hotels. Still to be submitted to the parliament.
  • DVIS:
    • The Royal Decree on special powers is in preparation and will provide for an extension of the validity of driver's certificates, but everyone is well aware that a solution at European level is needed.
    • Railtraxx announces that the Netherlands has already sent a letter announcing the extension.

 

Infrabel on the subject works

We will focus on work with a safety issue, such as at railway crossings.

We are preparing the recovery scenario that we should be able to discuss at next week's Telco, including the subjects of diversion for works. The train paths already planned will no longer be rescheduled, however.

 

Sibelit asks for a view of the post-crisis situation of the works, Infrabel takes note of the request and will come back to the subject in due course (see below answer to Thalys).

 

Thalys is asking for consultation in the re-planning in order to limit the impact on booked trains.

Infrabel: we are in fact taking up a huge puzzle that will have an impact over several years. Preparatory work for 2020 that has not been carried out may lead to the elimination of operations planned for 2021, for example. But yes, we will consult with the RUs.

Since 19 March 2020 Switzerland has a new Timetable with reduced capacity on the whole network of trains, buses and boats.

Reduced train schedule planned until 26 April. Cross border traffic is very limited. Online Timetable is updated.

Freight Services

The Freight trains can run normal in Switzerland under the general health restrictions set by the government.

1.Infrabel: L.166 re-opening

 

Infrabel informed us about the following:

Due to complications during the repair works on the bridge over the Lesse in Anseremme, the end of the works has been postponed.

At the moment, we expect that on Tuesday evening 24 March, from 10 p.m. onwards, there will be renewed train traffic on L. 166 between Anseremme and Gendron-Celles.

1.Update from Infrabel regarding the L.166 re-opening

Infrabel informed us of the following: As a result of complications during the repairs to the bridge over the Lesse in Anseremme, we currently expect that the traffic can resume on Tuesday morning, March 24th, from 6am onwards, on L. 166 between Anseremme and Gendron-Celles.

Monday and Tuesday, SNCF RESEAU will do its utmost to hold the stations in 3x8 except, of course, health problems.

From Wednesday: SNCF RESEAU will adapt as best as possible on the routes indicated by the sales manager (See attached .pdt). This is why it is important that SNCF RESEAU has the most accurate visibility of your real train paths.

For the moment the bundles and shunting are working relatively well.

General situation.

Director of Operations

  • In the current period, IMs may be faced with critical situations that arise unexpectedly. For example, in the Marseilles area, the manager was detected positive at Covid-19. As a result, his entire switchman team was confined and immediately put into a 14 days lockdown. This is the type of situation that SNCF Réseau will increasingly be faced with. A similar situation arises in the Pays de la Loire Region.

 

  • SNCF Réseau is putting itself in working order to respond as closely as possible to the requests of the Freight RUs. The installations are disinfected as soon as possible in order to resume activity as soon as possible.

 

  • The main lines of the French network will be closed during the nights of Saturday 21/03 to Sunday 22/03 and Sunday 22/03 to Monday 23/03.

  • ECR: Our concern is surprise. We learned after the departure of the train that a signal boxe was closed. If I had been warned, I wouldn't have started this train which is running under a ATE-regime.

RESEAU: The message is passed on to the local Traffic department on the importance of updating the @Bord data but the local Traffic department are also facing resource problems and may find themselves surprised and unable to enter the information in time. In any case, please contact the "Freight Account" department (Hengameh PANAHI).

 

  • Openrail: Which signal box in Marseille is closed because of Covid-19?

RESEAU : Marseille-Canet. 100% of the agents have been put into a 14 days lockdown. We are looking at how to be a bit innovative by finding someone to do periods from Monday according to the customers' just need.

1.SNCF Network -Telco operational with RUs (20/03/2019)

General Info

National Director of Operations :

The “Alpes operation department” is in a position to hold the Bresse tonight (30 trains involved).

The overall state of the network is at 20% passenger traffic with a further decrease from MO.

 

Commercial director, strategy next week:

Passenger traffic goes down sharply: TGV 15%, TER 20% due to reduced travel.

FREIGHT: This is a key priority for the country and SNCF Réseau. As many trains as possible should be run as long as possible. We must ensure the nation's vital trains. Resources at SNCF R are quite scarce with dedicated but also worried staff. We are committed to the long term, so it is very important to show solidarity and share a clear vision of traffic.

Please fill in/adjust and return tonight the file of the traffic planned for next week. To be able to "save" our own resources to make them last over time.

NETWORK strategy: wish to keep the network open for a long time and in an extended way. This we: SA/SU and SU/MO suspension of night traffic. Beginning of the week: main structuring axes with open stations in 3/8. From WE, RESEAU is working on "innovative" operating modes. Example: extreme morning and extreme evening work in 2/8 type with a break in the middle of the day. Everything is based on the quality of forecasts.

The Timetable department is not closed but just confined. The Timetablers work with the implementation of a task force of Timetablers to do spot traffic. Use of existing train paths with adjustment of the timetables.

ECR: Beware, it is complicated to do time repositioning with a partner abroad since they too are constrained. (Ex: Forbach)

 

SNCF FREIGHT: Are the border points understood?

RESEAU: Yes.

 

SIBELIT: Access problems in Belgium with closure of Athus Meuse and postponement of flows at border points in the North. If these are closed at night or if Mont St Martin is not kept open at night then the corridor will be closed and Sibelit will not be able to run its trains.

RESEAU: Sibelit's remark has been taken into account.

 

CFL C: PLM remains open on Sunday for 24 hours?

RESEAU : Closed this WE in the provinces: 20H / 4H, and in Ile de France: 22H / 6H.

 

VFLI : what about Annemasse ?

RESEAU : Open tonight. Closed SA/DI and DI/LU. Then 3/8 until ME morning and after adaptation according to customer needs.

 

VFLI : will there be an official mail for penalties ?

RESEAU: Suspension of penalty arrangements.

 

Operational information

- SNCF combustible (Francine Antony for fuel and service station supplies): insurance for oil tankers that ensure continuity of service, some problems for the supply of diesel stations but not major. Sites with sick people and not possible to cover opening hours.

Definitive closures: Toulouse Porte Montluçon Capdenac station (+ 1: name not included) and 3 partially open stations. (cf. PSEF site) and Périgueux and Blainville open on request through the PSEF.

2. Situation for Infrabel

  • Till now, all foreseen freight trains could run on the Infrabel network. All signalboxes are staffed as foreseen;
  • From Monday 23/03 on a train service of ‘national interest’ will be put in place, reducing the number of passenger train, and free up capacity for freight trains. Also, freight trains will be prioritised in a list;
  • Infrabel organised a confcall,  with the major RU’s, with RFC NSM as observer, and was held on 19/03 in the afternoon. Most of the RU’s mentioned they are full operational up to now;
  • Also, concering the disruption on the Infrabel line 166 ‘AthusMeuse’, Infrabel announced to reopen the line on Monday 23th of March at 20h.
